Certified Course on Post-Legislative Scrutiny

The Institute of Advanced Legal Studies of the University of London (IALS) and the Westminster Foundation for Democracy (WFD) are joining forces in offering a certified course on Post-Legislative Scrutiny (PLS). The one-week professional course will take place from 1 July to 5 July 2019. The curriculum is being prepared by a multi-disciplinary and international team of academics and parliamentary development specialists.


The course on Post-Legislative Scrutiny will delve into processes, structures and stakeholders of Post-Legislative Scrutiny, connecting ex ante and ex post scrutiny, the legal assessment and impact assessment of the implementation of legislation, a gender lens to PLS and thematic scrutiny of implementation of legislation.

Through lectures, facilitated discussions, practical exercises and document review the participants will be able to familiarize themselves with most recent research findings on the above topics. Participants will gain insights in the functioning of parliament specifically regarding the full legislative cycle approach and the place of PLS in it, skills in preparing and conducting impact assessments of legislation and practical learning experience in gathering data from multi-disciplinary sources.


The target audiences for this professional course are academics, researchers and students from universities in the UK and beyond, Members of Parliament and parliamentary staff worldwide, WFD staff, parliamentary development practitioners, legal and governance experts.

All participants are expected to be fluent in English. The course materials and the course itself will be conducted in English. Registered participants will receive reading materials prior to the course and be expected to prepare for the course.


The standard registration fee for the one-week professional course is £1,250 (GBP). Early bird price (until 30 April) is £1,150 (GBP). Participants who register with a WFD London endorsement letter pay £1,150 (GBP) for standard registration and £1,050 (GBP) for early bird registration (until 30 April). WFD staff and participants from WFD partner parliaments are eligible to request the endorsement letter from WFD London. Registration fee covers the course itself, learning materials and catering (tea/coffee in the mornings and lunches).


If needed for visa purposes and after payment has been received, IALS can issue a letter confirming registration for the course. Participants are encouraged to apply for their visa as early as possible. The registration fee will be reimbursed if the participant does not manage to receive a visa for the UK on time and notifies IALS of cancelling registration with proof of no-visa, latest by Monday 17 June – 22:00 h. GMT.


Participants need to take care of booking their own accommodation in London. There is the possibility to register separately for affordable accommodation at University premises. Details will be sent with confirmation of the course payment.
