In 2016 the government took the unprecedented step of establishing an industry regulator, with power to grant and withdraw licences, set performance standards, and impose sanctions, in the form of a company limited by shares under the Companies Act and wholly owned by the Secretary of State: the Oil and Gas Authority.  This presentation explores the reasons for and the ramifications of this choice, against the background of government thinking and practice about arm’s length bodies in general and government-owned and -controlled companies in particular.
